There is one flaw in your process there swift. Since the CB ratio would still be high, the new sponsors would get blacklisted and loose processing ability.
I too have seen a higher CB/refund with the TGP crowd, they seem to be a bit more savvy, and aren't afraid to call up the Visa/MC operator and ask for a refund on a porn site
I doubt that sponsors will stop using TGP traffic, but they will have to come up with some solution that will keep the ratio's within an acceptable level.
