Not so sure of that. Depends on the person. You could say the same about alcohol.
If it isn't banned it would be taxed no doubt. Look at all the money it would make for the tobacco companies. They're in the best position to produce large amounts and package the product. Then they could payoff all those huge judgements the states hold and the tobacco companies and starting to dodge now.
