To be realistic, filtering on top level would not be quite practical. I rather imagine a software offered that can be installed on individual computers... so dad can still watch porn

Or it could be an easy cash-cow, charge $10/month extra for internet access.. All it will take is a few major companies to jump on the bandwagon and it will become a standard that porn access costs $x extra per month....
