I think it will be opposite, unless forced by law.
1. Adult is such a big percentage of the total traffic, so the loss would be greater than the "fee".
2. Privacy is important to get and keep customers, so the default would be to offer the filter, instead of forcing the customers to "humiliate" themself.
To be realistic, filtering on top level would not be quite practical. I rather imagine a software offered that can be installed on individual computers... so dad can still watch porn
