The reason: to much fraud from those countries. Common business sense if the majority of fraud comes from a few countries they will be blocked.

(2) it is considered high risk even though I've called in and verified everything. Don't you think there should be a way to circumvent the blocks in cases where there's obvious validation?!? There should be a way to call in and add a recipient to some list to whom future transfers would be allowed, regardless of location.
I'm sorry, bro, but I've been with epass for about 3 years, and I've never been impressed. Anytime I have to do even the simplest tasks with my account it's a major hassle. And now this asinine hard-coded rule is holding up a production and forcing me to find another solution. I'm really tired of epass failing me constantly.
