Best? Everybody has faves and everybody has one they know is the "best" for them. Does it mean their best will be your best? No way.
The best way to know what works for you and your niche is to buy and test. Luckily PA are cheap and testing wont cost you to much money. Once you know what PA's accounts work for you there is some very nice money to be made.
