Maybe try a setup in this case. Put out some flyers in your neighborhood offering puppies for sale. Place a video cam on your back yard and setup a small covered enclosure with just a speaker inside. Find someone with puppies, or go to a local pet shop or pound and make a recording of the puppies barking. Put the recordind on an MP3 Player set to LOOP. Make sure its real noisy sounding and drive off for an afternoon. You'll probably get your culprit on that video.
