My *original* contact was with Penn, which was *also* useless.
From pipecrew in the other thread: "oxcash has been paying everyweek for years. You either did not reach a minimum payment or you were terminated from the program for something.. Feel free to email me and i will look for it.. jordan at oxideas.com"
So, I sent the email, and said:

I've never heard of OxCash cheating ANYONE, so it really surprised me. It was probably only a few thousand dollars (well, not including rebills) so it's not really a big deal. I think they're 99% reputable, but the thread is about being cheated -- and we were.

Finally, I sent a kiss-off .. the explanation I posted was: "Here's the "kiss off" email to Penn, after sending over 800,000 clicks to the program, seeing people sign up on Epoch's side, and seeing nothing on OxCash's side. After this, the Epoch account was emptied (down to one signup showing, then to zero) and the OxCash account password was changed. Hopefully, this helps you get some perspective on the situation. We sent 820,000 clicks to the program, documented by their own system. *shrug* Penn had a decent explaination over the phone, though: apparently, a lot of affiliates will cheat clicks through, and then demand payment. Still, it sucked how we ended up not working with them going forward -- they converted thousands of signups for us (granted, we didn't get the money), which is an AWESOME ratio."
