The 3-5 days is for dedicated. We have 3 different datacenters we use. One will usually have you up within hours, the other two may take longer depending on the day of the week and time of day you place the order with us. We are just giving ourselves leeway.
If you order at 6 PM Friday, you may have to wait until Monday. If you ask for a custom server that we don't have in stock, it may have to be ordered.

baddog, I'm not understanding your offer at your site. It doesn't look like a standard dedicated server offering but more like a VPS/VDS. One of the data centers I did business with provided free additional IP addresses just as long as the IP request was justified per ARIN's guidelines. I've been in the dedicated server/colocation business for six years now and never came across a dedicated service offer.
