She's 21 which should say it all. At 21, no girl is really ready to settle down with one guy. She's just started hitting the bars and I'm sure she has seen other guys. It's hard to say if she is seeing someone else, but it could be as simple as she has been flirting a lot and wants to go out with other guys.
3 years is a long time but I guarantee you'll move on and find someone else. Enjoy the freedom, get drunk, and meet some easy women. And if you're looking for the marrying type, stay away from 21 year olds.
