Good question, but I can't think of any of these types of movies at the top of my head. But if the movie does attempt to exactly portray a tragic event (and even named after it like 'United 93') then yes, I would ask if funds are being distributed to a charitable memorial or foundation.

The cell phone calls and cockpit voice recorder may have recorded the general 'story' of what may have happened and the general story that everyone knows of United 93 is that the passengers decided to fight the hijackers to try to retake control of the plane.

This just means that everything that the films shows physically with the actors among other actors is fictitious because there is no proof of it. So if in the movie, there is an actor fighting and trying to pry the knife out of another actor pretending to be a terrorist then we can't say who those two characters were in real life, how they fought and who died/got hurt. Those cell phone calls and cockpit voice recorders can not be doubled as a play-by-play broadcasts of what happened.
