It may increase tourism to a degree, but doubt it is the aim of the proposed legislation since most folks don't snort crap or smoke bushes.
What they are adopting is something proposed by law enforcement in several countries and already passed into law in several countries as an effort to attack drugs trading from the top down.
Note that they still leave a judge to decide whether to impose sentencing whether drugs are in quantity or not - it's not exactly a free-for-all.
Wait till a few US citizens are thrown in jail and a "balance" will hit - the object is not to promote drugs, but attack the source and this is not some "offense" against the US, but dealing with a major problem which possibly will aid DEA in the US.
Sounds like their government is smoking "progressive shit"
