That's the way to go about it. It's rude to let dogs bark their asses off all day whenever they want and I'd never allow it. I hate when people are dicks to their neighbors though, I mean, you all have to live close to each other.

As far as people that keep dogs in small spaces with no exercise or what not, they shouldn't own dogs plain and simple.
