I'd much rather have you for a neighbor than one of my previous ones then. They left their dog (which was in a too small space and rarely let out) to bark all day. And I am not exaggerating. When I tried to speak to them about it, I got told it was "too fucking bad if I didn't like it." I looked at those devices, and decided I shouldn't have to pay that much money so their animal would shut up. So I started just calling the cops every time it started, which was daily.
