You are right. And with Kursk submarine as well - they just let people die there. There is a saying here in my country about their behaviour - translated it is "there is a lot of us" - meaning thereir country is populous enough so itīs no loss to sacrifice a few people time from time.
The worst thing is that Chernobyl didnīt affec their citizens only.
