Well actual its too early to begin the spam (things could still change from now until 1st November), but we might have a solution for none US webmasters which can not meet the deadline 1st November and are processing with one or several of the 4 ipsp processors (epoch, ibill, ccbil and wts), so they do not loose all their hard work.
