From reports of survivors that talked to people on the jet via phone it sounds like at least they were planning an action against the hijackers. There were reports I remember on the news at the time about Chenny authorizing the downing of the flight. It would be no surprise if Flight 93 was shot down. In fact I would expect that to happen before an attack on the Capitol of the country. The death toll would have be higher too. Either way the people of United 93 are heroes.
