What's more annoying is this: One handicap-spot on a block. One handicapped person. The person uses the spot perhaps 20% of the time and the rest of the time he takes up a regular spot and the handicap one is wide open - everywhere else is full.

He's not doing it out of concern for anyone else since there's never been any other car in his spot. He obviously prefers other spots and will only use "his own" when it's convenient. People like that are more of a waste of time and space than those who occasionally use one of 30 handicap spots at the mall.
