Are you serious? That doesn't surprise me at all.
I think what many people don't realize is... it isn't the closeness that makes handicapped parking spots better, its the width. The spots are much wider than a typical car spot, especially in big cities where real estate is a hot commodity. Those wide spots are needed to open the door all the way so its easier to get in and out.
I've always said they need to have different colors and classifications for parking spots now since they give those placards out so easily.
