Well theres more to it. In the article it says that 20% of Rich parents kids will be rich. Seems to be more of a Parental Role Model. Learning a Work Ethic etc. Black or White doesn't matter if theres no stability, and your living in the mental state of survival. 70% of kids born in the Lower income neigborhoods are born to a single teen mom. With that kind of start, an uneduacated mother, usually no father, and grow up joining gangs just to try to have some type of family. Thats a tough start. Sure you can just say hey they should have abortions, but thats a religious issue. Since every preacher with a soap box targets their last dime, and crams God down their throats
