Here are at least three official statements right here:
From PSW Billing (from the thread:

Quote:
RHODE ISLAND, USA - October 4, 2002 - PSW today announced new services in response to updated VISA regulations. The new rules, which include an initial registration fee of $750 and an ongoing annual registration fee of $375, will be required of all Sponsored Merchants who wish to accept VISA Credit Cards as a form of payment. (For details on these regulations, please visit the new PSW website at
www.pswbilling.com).
In an ongoing commitment to keeping options open for clients and other industry merchants, PSW unveiled the following service updates and additions:
ePaymentPro, a complete online billing solution, will allow clients to accept Online Checks, Visa, Visa Debit, MasterCard, MasterCard Debit, and JCB. The registration fees will be required for continued service provisions.
ePaymentLite, an economical online billing solution, will allows clients to accept Online Checks, MasterCard, MasterCard Debit, and JCB. There will be no registration fee, no setup costs, and no periodic maintenance fees.
In addition, PSW is working to ease this transition and restated its commitment to adult webmasters and merchants. "We will provide options for everyone, whether you want to pay the fees or simply offer alternate payment methods," said John Lombardi, PSW's CEO. "Unlike numerous peers, PSW will not be raising rates for current and potential clients? We see these changes as part of a ongoing transition to superior payment methods and will work to make the adjustments painless for our clients."

Also, from Glo-Bill (taken from:

We will not divulge the full details on our strategies for obvious reasons. We will say that we saw the writiing on the wall many months ago and started taking proactive measures since then to protect our clients' businesses to the best of our ability. The bottom line: it is business as usual at Glo-Bill, meaning:
- No set-up fees
- No monthly or annual fees
- No reporting of your private information to any outside entity
- Websites from foreign countries welcome as always without special requirements
- No Big Brother style registration forms and no scrutiny of your website by other entities
- We help you maintain your chargebacks at very low levels WITHOUT blindly declining good signups
- Still no free trials and proud of it!
And another one, this time from probilling (taken from:

Straight from ProBilling:
" We accept most major credit cards including Visa, Mastercard and soon to be accepted, Diners Card, Discover, JCB and AmEx. We also process e-checks, that transfer funds from the user's bank account, and 900billing where a user gets billed on their phone bill. We have a 9.5% fee for credit cards, e-checks and 900 billing, and 3.8% on NETeller transfers.
Our accounts get paid weekly and can get payment by USmail, FedEx, UPS, Electronic Funds Transfer (ACH), Bank wire and Airborne Express.
As of October first, Epoch, Ibill and Ccbill have made a statement that Visa is incorporating some new policies including fees and registration processes for their 3rd party processing accounts.
We have no reason to believe that these new policies pertain to ProBilling or our account holders. Currently we are not incorporating these policies and are not charging any registration, or annual fees. "
I would like to have official statements from all the other companies if possible.
Thanks,
Mortimer
