hmm - we have 2 types of iframe geo banners - it looks like you are talking about the more old school kind from the code you pasted above. Check out this page:

and you will see both javascript and iframe banners - these ones are newer, give them a try (be sure to put in your own pid or gid).
The other iframe banners were having dificulty yesterday, but as far as i can tell they are fine today as well.
you can also take the javascript banner and put it in your own iframe.
