The government will not let ANY open circuit systems (i.e. Visa/MC branded) debit or stored value cards load with cash w/o any personal information - they need to know where the money is coming from. This is called the patriot act. They don't want some guy to be able to woalk into a local grocery store and buy (100) $1000 prepaid cards without giving personal information and then go and use these card to buy guns or launder money.
