With what you are doing on your PC I can't see it getting very hot. the one on the main board is an intake to intake cooler air to cool down the heatsink and cpu, the one on the vid card is to cool the GPU, the one on the power supply is an exhaust to exahust the heat created by the power supply.
on my pc I have
2 fans on the side of my case (90mm - intake)
1 fan in the front of my case by the hard drive bay (120mm - intake)
1 fan on the back of my case (120mm - exhaust)
On the power suplly there are 2 fans. 1 on the bottom of the power suplly and 1 in the back
my vid card has a fan
and of course a fan for my cpu
If your pc is running that hot while down almost nothing that's a problem. How many components are plugged to the power supply? hard drives? cd/dvd-rom/burner etc..
