I agree. Ratings laws wouldn't prevent teen boys from finding porn to whack off before bed. They'll just find a foreign site.
What it does accomplish is shutting their parents up in regards to American webmasters "sending filth into their home." Assuming they have the filters (programs or at the ISP level) and every US adult site complies, what do these parents have left to complain about?
