Parents are doing everything they can right now. Do you honestly believe concerned parents are just letting their kids look at it, and then complaining?
As I said above, the only thing more they could do is sit by their kid's side every minute they are online. Not gonna happen! Not at a time when the internet is meaning more and more to our lives.
Look at all of the arguments against internet porn. Almost every one of them would be taken away with a ratings system that worked. The US conservative rage would then be focused on unrated foreign porn, and not so much us since they can now filter us out at the ISP level if they don't want it entering their home.
