That could still end up costing big bickies, unless the revshare was something silly like 10%...
Paying $22 flat is a large portion of the signup price, so if it doesn't rebill then the net amount from ccbill versus that affiliate payout may actually be slightly negative. Throw trials into the mix to attract more affiliates and she could be paying $22 for a signup that has netted her <$5 from ccbill.
IMHO, PPS is too risky unless you have a network of sites and aggressive cross promotion. If you're also running a revshare program then the affiliates may not appreciate the aggressive (uncredited) cross promotion.
