That is a piece in the puzzle to the solution of this problem. The businesses are the "enablers" to the bigger problem. Not the sole source of it, but they are the reason a lot of them are coming over here. To get work. If people stop hiring them, then coming across the border makes little sense. However, you will still have plenty of people who will hire them "under the table" for work and just hope they do not get caught.
It would crack down on more of the medium sized companies, but the small fries would most likely still break the law and hire them. As would individuals who hire them for nanny's, lawn service, and so on.
