Is going after businesses a solution to the US immigration "problem"?

I saw a Republican politician (I think it was a state senator) on TV last week saying that the US could solve the immigration problem by going after businesses that hire illegals. No work, no more immigration. Obviously rounding up illegals into camps and deporting them would look very, very bad so this seems to the be nice alternative.

Should small business owners be the ones who pay? Its worth adding, this isn't just about taking away cheap label, but actually sending these business owners to jail.
