they prob just had that there so that kids wouldnt get seperated from the teacher in an emergency.. it does kind of make sense , but i think that would be "common sense " you wouldnt need a manual for..
Like if a gunman was in the school , and a kid "HAD" to go pee and insisted on going to the bathroom , you could say " no!! pee in a bucket " and not be violating the kids right to urinate..
