Nevermind that during the 80's and very early 90's when Saddam should have been boosting the infrastructure of Iraq and trying to meet demand for food and medicine for a quickly growing population, he WAS trying to develop nuclear weapons and only stopped because of the lack of critical materials and that pesky Coalition force that attacked his country in retaliation for invading Kuwait. There might not have been WMD's, but it doesn't mean he didn't try in the past to make them.
