Yes and no. The law states that it is NOT clothing optional, but because of the tourism, they let people get away with it. UNLESS, there is a complaint.
And that is what happened to this girl that day, there happened to be NO others topless or nude in the area, and this other woman was there with her family. 2 children saw her take off her clothes, and put on a bikini.
I dont feel that this should make the woman a sexual offender, but under state law, it does.
