OK.. First, that old term "sanctions" don't work - it used to be the old US method of bullying other nations.
Second.. why would anyone agree to either cutting off their money? It's normal to have some reason to try this - so far, all that's happened is verbal spewage out of Iraq and the US verballing plans to invade them. Iran ain't planning to invade the US. The US is planning to invade Iraq. Back to who exactly is the aggressor?
Third... Iran is not Iraq and they do have trading partners, very wealthy in resources, a reasonable army and a lunatic leadership (tho who knows exactly if it's that lunatic - smells like bullshit). Sanctions never stopped Iraq, - they sure ain't going to stop Iran.
Fourth... Iran is a member of OPEC and OPEC have many friends and not interested in seeing any interference with their membership by oil greedy nations - or "anyone". For good or bad, OPEC have been relatively stable in managing resources - which is more than can be said of some other countries.
