The real threat is sport stadiums and music concerts where you have tens of thousands of people all in one space.
Supposedly one plan involved having terrorists planted in a full circle within the event and then triggering devices one after the other to cause total panic and the crowds would go into a full on stampede and most people would get crushed and injured in the ensuing melee.
