Give them like 2 weeks to leave the country or to get in the reservations or if they are found on the street they will be shot. After the 2 weeks pass just make mixed teams of policemen and some kind of SWAT and when they see a guy that looks like a meximcan just ask for papers. If the guy provides papers just get him in jail where you make some antropometic measurements and DNA tests to see if he has any mexican ancestors. If he has just put him in a gas chamber. If he has not mexicam ancestors appologize and give him a special permit.

If the guy does not have the papers then just shoot him in the street so the others can see and run over the border back to Mexico!

I think that this will solve the problem pronto.
