I think its calculated...he figures that Russia will back his play becuase we are now having issues with Putin then from what the analysts are saying this is a standard tactic used by the Iranian government.
Try to play hardball becuase they feel the west is weakend...if we show resolve and strength they will most likely back down.
In either case this is a bad sign of things to come..
