Ref spam its not only about getting links on the front page of the site,
those links could be shown in other pages or in a stats page that gets indexed in the search engine. If you know a bit programming you'd know that theres no real solution to that, not a cheap one.

I can buy a server for as cheap as $70/month and have it ref spam all day.

I wasn't talking about checking if it "worked" i.e. that it shows up on the page or stats page (although that isn't all that hard to do either). I was refering to checking whether or not you end up getting a forbidden result when you do the access. You get that for free so it's "cheap".
