I've actually seen this video a few years back. If the power of Chi was really that powerful. This guy would be amazingly famous.
Telepathy has been proven more in controlled experiments than human abilities to combust flamable odjects. Also if you look really closely, the fire starts from beneath the paper and not on top of the paper.
On the other hand the flame does follow the man but It looks pretty amazing.
