Yes and no. Residency is kind of a pain in the ass, but like anything else in Costa Rica, if you're patient you can get it done. I was here for 2002 and some of 2003, and I've been building the foundation for my residency by establishing companies and what not since that time.
Also, it's a third world country. The internet has finally improved speed wise, but availablity of high speed outside the capital city, for instance on the beach, leaves much to be desired.
The roads are terrible and dangerous and vehicles are very expensive, especially new ones.
Private health insurance is, well let's just say, more expensive than the $50 payment in Canada was.
All in all, happy I did it. Can't see myself moving back to Canada anytime soon.
