I'd say a mix. The paid partner accounts aren't always as great as they should be. Just because they charge for them does not mean their traffic is overwhelming nor does it mean that their traffic will convert on your galleries. That said, it's always worth a shot to try out paid partner accounts. You can't expect them all to work for you but you will never find the ones that do unless you try them
Good, free partner accounts are still possible to come by but only if you have good content and make good galleries.
Common partner accounts are not that hard to obtain; most often the requirement to be a partner is so that the tgp owner has a way to deter and ban cheaters.
By and large, any partner account that fits your niche(s) are worth having. But partner accounts are worth nothing if your content and galleries aren't up to par.
Partner accounts are just the extra boost that takes you from ~10-15 sales a month to 50+ sales a month. Don't expect to get 100 accounts just all at once. Over time you will accumulate them and then numbers starting kicking ass.
