Here's my take. Accuracy not guaranteed.

I went through this with some customers a few years back with the .info landrush, and the way it worked for that was each registry got to process x number of its applications in a round-robin way, so Dotster would submit 50, then Network Solutions, then Enom, then Register and on through the total number of accredited registrars. The circle just kept going around until everyone's preregistration or landrush queue was emptied. So if you attempted to preregister the same domain name with 10 registrars, you had a somewhat better chance of actually getting that name registered than if you only went with one registrar.

I think it's the same with .eu. EuroDNS may run the registry for EurID, but that doesn't mean they had any specific preferential rights. If they did, it would give them an unfair business advantage, and all the other registrars would have screamed.

In looking at the actual EurID WHOIS, it appears that Dotster got me almost all the domains I registered with them, and EuroDNS got about 70% of the ones I registered there. This janky offbrand registrar Instra.com/Europe Registry appears to not have gotten a single domain I submitted through them... a couple were actually still showing as "unregistered" when I checked just now, and I was able to register them at that moment with EuroDNS.

I think the reason EuroDNS says they aren't certain what's going on is that there's just so much data they want to make sure that what the actual registry operator says matches completely with their records; I don't think there's any approval issue per se; I can't imagine someone is going to go through and check 500,000+ domains to make sure the addresses are real and all.
