Police have no authority over civil matters, they'd just tell her to go to small claims court.
...Which would accomplish little or nothing, a "loan" of that nature is almost impossible to prove, she'd be eaten to death in legal fees, and most jurisdictions won't even issue a warrant of attachment if the judgement is not over $500.
You're not going to get a lien over 400 bucks.
