It's the kind of scheme which can only seem like a good idea to someone who is dumb enough to believe that everyone at Visa is either asleep or brain dead. I don't really see ePassporte being directly responsible for this or likely to be damaged by it: I would be a lot more worried about working with a payment processor willing to risk their business with such a blatant attempt at an end run around Visia's policies.
