Sure they will.. But they have to refer to the ordinance that she was ticketed for violating.. If this ordinance says the nipples must be covered in a certain manner, and her nipples were in fact covered in that manner.. where is the case?

It's not necessarily complete disregard for the law.. It could be harrassment.. and leans in that direction in that she was within the ordinance..
All she has to do is show a pattern..
If there are other girls, at other clubs, wearing the same thing and not being ticketed, then it definitely suggests harrassment..
