No, you arn't technically under arrest until you've detained and/or read your Miranda Rights. An officer must formally inform you that he placing you under arrest. When recieving a ticket or citation of any kind, ask them "officer, am I free to go". Unless they have cause to detain you, you are under no legal obligation to be held by them. If they violate this right you should file a formal misconduct report.
