If we are to lay blame anywhere for the situation it's with the Government and Corporations for not only allowing it but essentially covertly encouraging it for the past 50 years.
The only realistic solution I see is with escorpio's suggestion of some sort of work program. It's done successfully in places like Canada where they have guys from the Carribean work on the farms in the summer and then they return home after the season is over.
