Yes, the Minutemen are a bunch of outside rednecks seeking media attention. They play their games in the much less populated Cochise County border area because they'd get their asses killed in Santa Cruz. They don't have the balls to go out in the desert in Cochise where they might actually be able to achieve their goal. They stick close to the highways.

The reason they're seeking media attention is to bring about the type of events and legislation that are occurring now. Not bad for a bunch of cowardly rednecks, eh? It didn't take tens of thousands of them all over the country to do it either.
The minutemen are limited to what they can really do other than scare off people, which isn't really good for anyone. If they actually try to restrain a border jumper they risk getting sued, as pathetic as that scenario is. They're not murderers so they can't just shoot people on site (fortunately). The only thing they can really do is report incidents to law enforcement and hope they show up in time to do something about it. And bring about media attention.
