Namecheap is reselling Enom. You can try calling Enom directly at 425.274.4500 and let them know you've been trying for 2+ weeks to reach Namecheap; Enom may be able to help you directly since it's their backend that runs everything.

One other thought: If you have a bunch of domain names, you can get a reseller account with Enom. The only requirement is ponying up $900 or so dollars to buy 100 domain name credits in advance. These can then be used to register new domain names or renew existing ones at around $9/domain/year (some TLDs are higher.) By doing that, you eliminate the middleman and get direct access to the Enom registration engine and phone support (which, btw, is generally excellent) from Enom.
