When you find someone good, invite them to bid on your project.
It takes a little longer than opening it up to general bids, but it's a lot better in the long run, IMHO.
I'm happy to see you are creating functional specs! Never leave that up to the programmer - they'll feature you to death (I'm a programmer so I know it's true!).

I appreciate this info. I kind of wanted to keep the $$$ for this project in the GFY family if possible, but I may have to go outside for this.
Gotten several replies from very qualified designers that dont do anything with DBs and that wont work for this type of site. This project is going to be alot of DB work folks, the selected person needs to be not just familiar with DBs but rather a master with them. A real shame too, some of you designer guys are VERY talented.
