That believe the President ordered the attacks so that he could use our military, are you not aware that under the laws of the US and Constitution the President of the United States can order the use of our military to invade any country of his choosing, at any time that he chooses, for any reason that he chooses, without the approval of the Congress or the American people or anyone in the world and without the notification of same except that he must notify the Congress within ninety days from the time that he ordered the use of our military.

Bottom line the President did not have to have a 9/11 to engage our military in Afhganistan or Iraq.
